A report from Citron Research suggests that Samsung is planning to increase NAND flash production capacity. The update includes details on the major fabrication facilities involved in Samsung memory production and their strategic roadmap.
Context
Samsung is accelerating NAND capacity expansion across its premier fabrication hubs, specifically the Pyeongtaek P4 and P5 facilities, to address a critical supply-demand gap in the AI sector. The company has moved the commissioning of P4 Phase 1 forward to Q4 2025 and recently increased facility contract values by 50% to 4.2 trillion won ($3 billion). This expansion focuses on 9th-generation (V9) V-NAND, featuring over 290 layers, which is essential for the high-density enterprise SSDs required by AI data centers.
With global demand fulfillment for major customers currently hovering at only 60%, Samsung is leveraging its 32.9% market leadership to pivot away from low-margin consumer chips toward high-performance storage. While the Xi’an and Hwaseong sites remain core to the supply chain, the massive $22 billion P5 plant is slated for 2028 to sustain long-term growth. This strategic reallocation ensures Samsung captures the AI "super cycle" as storage requirements for next-generation accelerators are projected to increase tenfold.
