SUMCO shifts investment focus to upgrading existing facilities for advanced semiconductors as government subsidy is reduced

SUMCO has received approval to modify its supply security plan under the Economic Security Promotion Act. The company is shifting focus from constructing new factories in Yoshinogari to upgrading manufacturing equipment for advanced semiconductors at existing facilities in Imari, Saga Prefecture. Consequently, the maximum government subsidy amount has been adjusted from 75 billion yen to 19.3 billion yen.

Context

On March 27, 2026, silicon wafer leader SUMCO announced a significant pivot in its domestic expansion strategy under Japan’s Economic Security Promotion Act. The company has cancelled plans to build a new greenfield facility in Yoshinogari, opting instead to prioritize the technical upgrading of existing manufacturing hubs in Imari and other locations. This shift focuses on high-end manufacturing equipment capable of producing the specialized wafers required for the latest generation of AI and advanced logic chips. This strategic revision follows a substantial reduction in government financial support. The maximum available subsidy from the Ministry of Economy, Trade and Industry (METI) was slashed from an initial 75 billion yen to 19.3 billion yen. While the reduction in state funding narrows the scale of new physical construction, the move allows SUMCO to focus capital on maintaining its dominant market share in epitaxial wafers used by foundries like TSMC and Samsung for sub-5nm processes.
