Context

DTE Energy and Oracle subsidiary Green Chile Ventures received conditional approval on December 18, 2025, for a 1.4 GW data center in Michigan. Part of the OpenAI "Stargate" initiative, this $7 billion facility will support massive AI workloads. The deal includes a landmark energy storage agreement where Oracle finances 1.4 GW of battery capacity to match its grid demand over 15 years, setting a new precedent for hyperscale utility partnerships. For investors, the 19-year contract offers a model for AI infrastructure growth, securing a projected $300 million in annual net benefits for the utility’s system. Key protections include an 80% minimum billing demand and priority load curtailment during emergencies. While construction starts in early 2026 with full delivery by December 2027, recent legal challenges from the state Attorney General regarding the "fast-track" approval process introduce potential regulatory delays.
