Major hyperscalers and Nvidia are reportedly shifting preference toward ARM ISA licenses rather than the Arm Total Access subscription model, potentially impacting Arm's licensing revenue momentum and supply chain influence.
Context
Major technology leaders, including Nvidia and global hyperscalers like Amazon, Google, and Microsoft, are reportedly bypassing Arm Holdings’ premium Arm Total Access (ATA) subscription in favor of traditional ISA (Instruction Set Architecture) licenses. This strategic preference allows these giants to leverage Arm's blueprints while maintaining full control over custom microarchitecture design, such as Nvidia’s new 88-core Vera CPU and AWS’s Graviton series.
While Arm successfully grew its ATA customer base to 40 licensees by late 2024, the pivot by high-volume partners represents a potential headwind for the company’s higher-margin revenue goals. Despite this licensing friction, Arm remains dominant in the data center, targeting a 50% share of the server CPU market by 2025.
