On December 8-9, 2025, the White House, under President Donald Trump, announced a significant policy shift, allowing Nvidia to export its H200 AI processors to China for approved customers. This decision comes with a 25% fee on sales, aiming to balance national security concerns with market access. Administration officials indicated that while the latest Blackwell-generation chips remain restricted, the H200 exports are intended to mitigate Huawei's growing domestic lead in AI chip production. The move was reportedly influenced by U.S. intelligence anticipating Huawei's Ascend 910C production to ramp up to "a few million" units in 2026, a substantial increase from earlier estimates of around 200,000 units. The H200 chip offers significantly higher performance, up to 6x that of the previously allowed H20 in some metrics, potentially restoring higher-end compute capacity in China. However, uncertainties remain regarding the speed of shipments, customer approvals, and potential limitations imposed by Beijing.
