Context

Japanese materials giant Shin-Etsu Chemical has announced plans to invest approximately 83 billion yen ($545 million) to establish a new semiconductor materials plant in Isesaki City, Gunma Prefecture. This facility marks the company’s first new domestic production base in Japan in 56 years, signaling a strategic shift to strengthen the domestic chip supply chain. The plant will focus on the production of critical lithography materials, including photoresists and photomask blanks, which are indispensable for manufacturing cutting-edge semiconductors. The investment will be executed in phases, with the first phase scheduled for completion by 2026. Shin-Etsu Chemical, which currently holds a 20% global market share in photoresists and aims for 40% in advanced nodes, will fund the project entirely through its own capital. Beyond manufacturing, the site is designed to serve as a research and development hub to meet the intensifying quality requirements of next-generation AI and logic chips. This expansion provides much-needed geographic diversification for the company, complementing its existing facilities in Niigata, Fukui, and Taiwan while addressing the surging demand for AI-driven hardware.
