China Electronics Technology Group (CETC) reportedly utilized ASML Deep Ultraviolet (DUV) lithography tools and components for chip production in 2024. Sales to its military-linked 24th Research Institute and the Shenzhen International Quantum Academy have raised concerns from Dutch intelligence regarding potential military applications. ASML asserts compliance, stating the equipment is older generation and not subject to the strictest export controls. Concurrently, CETC achieved a significant domestic milestone in July 2023, developing ion implanters capable of the 28-nanometer full manufacturing process. This breakthrough is vital for China's self-sufficiency in mature node chip production and industrial security.
