This new base is intended to strengthen collaboration between industry and academia in the region, focusing on back-end semiconductor manufacturing processes and human resource development to support the growing local ecosystem.

This expansion is a direct response to the massive influx of investment led by TSMC and its subsidiary, JASM, which is projected to create over 3,400 high-tech jobs. Local academic institutions like Kumamoto University are already revising their curricula to address a forecasted shortage of 12,000 semiconductor professionals in the Kyushu region over the next decade. The strategic clustering of assembly and packaging facilities in Kumamoto follows TSMC's successful volume production at its first fab in late 2024. During a meeting with Prime Minister Sanae Takaichi, TSMC Chairman CC Wei reportedly announced plans to bring advanced 3-nanometer chip manufacturing to Japan. While these specific remarks regarding 3nm production were cited in local reports, they could not be independently verified via TSMC’s formal corporate filings. Total investment in the Kumamoto site is expected to exceed $20 billion by 2027.
