The Hokkaido government has released a draft revision of its industrial promotion strategy, significantly raising its ambitions to build a world-class semiconductor and AI hub centered on Rapidus. The updated vision, now open for public comment until December 26, 2025, formally integrates AI and green energy (GX) policies to support the chip ecosystem. This move signals a more aggressive, holistic approach to capitalizing on the Rapidus 2nm fab project, aiming to create a ripple effect across the entire regional economy and supply chain. The plan sets aggressive new targets through 2033, including boosting the region's semiconductor-related output more than six-fold to ¥1.32 trillion and nearly doubling the workforce to 12,607 employees. It also aims to expand the local cluster to 173 companies. The strategy's success is explicitly tied to Rapidus achieving its mass production timeline of 2027. The final version of this strategic vision is expected to be adopted in late January 2026, solidifying the support framework for investors and supply chain partners.
