Context
South Korea's Industry Ministry and SoftBank-owned Arm Holdings signed a memorandum of understanding on December 5, 2025, to significantly enhance the nation's semiconductor and AI capabilities. This strategic partnership includes the establishment of a dedicated "Arm School" aimed at training approximately 1,400 high-level chip-design specialists. The program is slated to run from 2026 to 2030, involving a joint working group and university collaborations, with Gwangju Institute of Science and Technology identified as a potential host.
This initiative is crucial for investors as it directly addresses a critical talent gap in South Korea's system-semiconductor and fabless design sectors. By accelerating local AI chip design capacity, it strengthens the ties between SoftBank Group/Arm and Korea's burgeoning semiconductor ecosystem.
